Should we have to get a license to have a second baby?

Should we have to get a license to have a baby? Or a second baby? Or third? It would make a big difference to the world. You need a license to drive car, fly plane, scuba dive and to do many other things but not to have a baby. China introduced the one child policy and produced lots of spoilt but cherished, loved, educated princes and princesses, not unlike my own daughter. But many babies are borne into terrible circumstances of neglect, malnutrition, abuse with few prospects of living a heathy and fruitful life. Families do this in many cases to ensure there will be someone around to care for them when they get old and also maybe someone to work for them. High infant mortality rates dont help. Girls are especially vulnerable and subject to abuse and neglect. But have only one or two kids and mouths to feed and you can give them more, educate them more, enjoy them more. And once women get an education family size tends to decrease anyway. If you have the resources to give additional babies and good life you could apply for a license to have more kids. We would need to ensure vested interests did not get too influential on such decisions. Think about it.
